Transforming Healthcare Through Negotiation
Negotiation is at the heart of healthcare - shaping everything from drug pricing and policy decisions to patient advocacy and interdisciplinary collaboration. My research focuses on how negotiation strategies can drive better healthcare outcomes, improve access to medicines, and foster systemic change in the industry.
As a Professor of Law and Ethics at Johns Hopkins University’s Carey Business School, with a joint appointment at the Bloomberg School of Public Health, I explore the intersection of healthcare negotiations, business law, and health policy. My work examines how strategic negotiation frameworks can enhance decision-making in medicine, care delivery, and healthcare administration.
By bridging legal expertise, business strategy, and healthcare policy, I study how effective negotiation can transform the way healthcare professionals collaborate, advocate, and lead—ultimately improving both patient care and industry-wide decision-making.

Biography
Stacey Lee, JD, is a Professor of Law and Ethics at Johns Hopkins University's Carey Business School with a joint appointment at the Bloomberg School of Public Health. Her groundbreaking research focuses on three interconnected areas: healthcare negotiations and conflict resolution, pharmaceutical access and policy, and the evolution of employer-employee relationships in healthcare settings. Her work has significantly influenced how healthcare organizations approach complex negotiations and policy implementation.
A Fulbright Specialist recognized for her expertise in negotiations and healthcare law, Professor Lee's research has been published in leading academic journals, including the Journal of Business Ethics, Yale Journal of Health Policy and Ethics, and Health and Human Rights International Journal. Her innovative research on healthcare negotiations has culminated in the development of the HEAR Approach, a revolutionary framework for navigating healthcare's most challenging conversations. This work forms the foundation of her forthcoming book, "Transforming Healthcare Through Negotiation: A Guide to Success in Medicine, Care Delivery and the Business of Health" (Routledge Taylor & Francis, Spring 2025).
At Johns Hopkins, Professor Lee teaches courses in business law, health law, and negotiations. She founded the Teaching Excellence Initiative at Carey Business School and serves as Executive Education faculty at the Academy for Women and Leadership. Her teaching excellence has been consistently recognized through numerous awards at both the Bloomberg School of Public Health and Carey Business School.
Professor Lee brings unique practical insights to her research through her experience as a Maryland court-appointed Transformative Mediator and her previous roles as in-house counsel for two major healthcare corporations and senior regulatory specialist for the nation's largest healthcare trade association. This combination of academic expertise and practical experience informs her analysis of contemporary healthcare challenges.
A respected voice in healthcare policy and law, Professor Lee is frequently sought out by major media outlets, including the Washington Post, CNN, CBS, and NPR, to provide expert analysis on Supreme Court decisions, Congressional actions, and healthcare policy developments. Her TEDx talk on "Patient Voices" exemplifies her commitment to bridging theoretical research with practical healthcare delivery challenges.
As Founder and CEO of Praxis Pacisci, a negotiations training institute, Professor Lee regularly conducts research-based workshops for healthcare organizations, helping translate academic insights into actionable strategies for healthcare leaders and practitioners.
